POSITION SUMMARY

ICAP at Columbia University (ICAP) in Democratic Republic of Congo (DRC) seeks a short-term hire as a Monitoring and Evaluation Advisor Data Quality. Under the supervision of the M&E Director, The M&E Advisor will be the lead technical expert responsible for all data quality improvement related activities, including performance monitoring, data analysis, display and use and reporting of achievements and results. He/she will lead effort to strengthen monitoring and evaluation systems, and performance monitoring within all ICAP supported health facilities and health zones, which may include building the capacity of ICAP staff, supported health facility staff to monitor, document and analyze the performance of HIV services and activities provided and ensure data quality. He/she will liaise with relevant health zone coordinators and counterparts responsible for health zone and county level strategic information and monitoring and evaluation. This position is critical for quality programming and generation of evidence-based approaches to support HIV care and treatment activities including HIV prevention, testing, treatment, care and support cascade.

This position is grant-funded. The ideal candidate would be based in Lubumbashi, Democratic Republic of the Congo.

He/she will liaise with relevant health zone coordinators and counterparts responsible for health zone and county level strategic information and monitoring and evaluation. This position is grant-funded. The ideal candidate would be based in Lubumbashi, Democratic Republic of the Congo.

MAJOR ACCOUNTABILITIES

Specifically the M&E Advisor Data Quality will be responsible of:

  • Provide technical assistance and leadership, update, and assess and strengthen ICAP in DRC M&E systems and tools, to achieve programmatic goals.
  • Coordinate the development of SOPs for data collection and reporting tools filling and data use for reporting and other
  • Develop training and mentoring materials (guidelines, slides, case study, practical exercises, pre-test and post-test, …) for the use of data collection and reporting tools and data use.
  • Implement a robust DQA and DQI system for care and treatment project including aggregate and individual-level databases
  • Conduct capacity building activities for ICAP staff, health facility and community staff to support data collection, validation, analysis, presentation, and utilization of high-quality data for improved programming.
  • Plan and organize quarterly DQA exercises at supported health facilities
  • Provide support to ICAP clinical team to implement QI activities
  • Update data collection and reporting tool according to new implemented interventions or new information needs.
  • Develop and oversee implementation of the data quality assurance systems at all level.
  • Monitor program performance based on the performance monitoring and evaluation plan included in the annual workplan.
  • Provide technical assistance to the government as well as possible at all levels of the health pyramid (community, health facility, health zone, provincial and national).
  • Develop and maintain a data validation system at site, health zone and ICAP levels.
  • Inform the program team on the use of PEPFAR and custom indicators to monitor program performances
  • Put in place simple and lightweight systems for monitoring and evaluation to allow knowing the program performance in real time.
  • Coordinate internal monthly data review process with ICAP technical team
  • Supervise all the M&E officers and assistants in the daily duties
  • Support the development of reports for the Funder (PEPFAR/CDC) in DATIM, ICAP HQ (ICAP DHIS2) and DRC government (DHIS2 SNIS) as needed.
  • Attend the M&E technical working group at the national level
  • Coordinate the quarterly workplan for M&E activities at the site level in collaboration with health zone coordinators.

QUALIFICATIONS / EXPERIENCES

  • Minimum of a bachelor’s degree in public health, epidemiology, biostatistics, analytics or other relevant discipline; A Master’s degree is preferred.
  • Minimum five (5) years working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs.
  • Previous experience working with CDC, USAID, PEPFAR in low income countries;
  • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, PowerBI, STATA and/or other software.
  • Demonstrated working knowledge of DRC health Information system and M&E processes as it relates to data collection for performance-based reporting.
  • Previous experience building capacity for generation and use of strategic information.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Excellent report writing, analytical and communication skills, including oral presentation skills.
  • Good verbal and written knowledge of English
