POSITION SUMMARY

ICAP at Columbia University (ICAP) in Democratic Republic of Congo (DRC) seeks a short-term hire as a Monitoring and Evaluation Advisor Health Informatics. Under the supervision of the M&E Director, The M&E Advisor Health informatic will be the lead health informatic expert responsible for all health informatic systems that he/she will put in place the application of information technology for data collection, management, analysis, and use. This will include strategic direction on context-appropriate architecture, technologies, and use cases; operational support on the thoughtful design, development, implementation, modification, and maintenance of potentially complex and diverse aggregated and patient-level platforms; leading training initiatives on the deployment and use of technology solutions for data management and use; and helping staff use and gain confidence with health information technology solutions on an ongoing basis with the end goal of improving data quality, access and use.

This position is grant-funded. The ideal candidate would be based in Lubumbashi, Democratic Republic of the Congo.

POSITION SUMMARY

This will include strategic direction on context-appropriate architecture, technologies, and use cases; operational support on the thoughtful design, development, implementation, modification, and maintenance of potentially complex and diverse aggregated and patient-level platforms; leading training initiatives on the deployment and use of technology solutions for data management and use; and helping staff use and gain confidence with health information technology solutions on an ongoing basis with the end goal of improving data quality, access and use.

This position is grant-funded. The ideal candidate would be based in Lubumbashi, Democratic Republic of the Congo.

MAJOR ACCOUNTABILITIES

Specifically the M&E Advisor Health Informatics will be responsible of:

  • Advise on strategies for collecting, reporting, storing, cleaning, and analyzing data, and for producing accessible automated data outputs for routine decision-making in the form of dashboards, reports and bulletins that speak to key data needs
  • Assist with capacity building for ICAP staff, health facility and health zone staff in the use of information technology by developing manuals (guidelines), SOPs, training materials.
  • Help cultivate a culture of data-use within HIV Care and treatment programs by monitoring and strengthening the quality of data inputs, refining analytical outputs.
  • Update or develop patient-level platforms for well management of the program and reporting
  • Automate all the health informatic systems for easily reporting on monthly and quarterly basis
  • Document processes, maintain records and prepare reports.
  • Develop and implement system transition plans to ensure sustainability of both technology and supporting processes
  • Oversee data entry into project, ICAP and donor databases.
  • Supervise all the database managers (aggregated and patient-level) including all data clerks in the daily duties
  • Analyze and interpret data to identify areas that need improvement.
  • Ensure compliance in healthcare information management regulations.
  • Conduct regularly Interviews to healthcare providers and patients to observe and maintain healthcare service quality
  • Collaborate with the M&E Advisor Quality and the technical team on improving standards of care, policies, and procedures.

QUALIFICATIONS/EXPERIENCES

  • Minimum of a bachelor’s degree (BAC+ 5) in Informatic, computer science, monitoring & evaluation, statistics
  • At least five years’ working experience as a business analyst, product manager, technical project manager, or in a similar role working closely with stakeholders to define and deliver business requirements for technology initiatives.
  • Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports; Demonstrated ability to perform robust data extraction from internal and external information systems.
  • Demonstrated ability to portray complex data sets in easy to understand formats including visualizations.
  • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, PowerBI, STATA and/or other software.
  • Demonstrated ability to perform complex data analysis and make recommendations based on findings;
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • DHIS2 and/or OpenLMIS configuration experience
  • knowledge of global DHIS2/DATIM is strongly recommended.
  • Visualization software experience (Tableau, PowerBI and other if necessary)
  • Software languages: SQL, JavaScript, html
  • Ability to think strategically and anticipate future consequences and trends
  • Ability to work well both independently and as part of a multidisciplinary team
  • Experience managing and mentoring middle and junior staff
  • Proven experience managing large-scale technology implementations with a high user base
  • Proven experience in leading the planning, design, testing and implementation of technology-based solutions across the full software delivery lifecycle, preferably for HIV monitoring and evaluation
  • Familiarity with emerging technologies for data collection and reporting; comfort with developing basic data collection forms and reports such as ODK strongly preferred
  • Familiarity with emerging technologies for web or mobile application development for data visualization and analysis
  • Good verbal and written knowledge of English

  • Be able to carry out site visits supported by ICAP
