Le Centre recherche un(e) consultant(e) hautement qualifié, motivé et énergique possédant une vaste expérience de travail avec des organisations de la société civile pour servir de Gestionnaire de Programme d'Observation Citoyenne (OC) en République démocratique du Congo (RDC).
II. CONTEXTE.
L’objectif primordial du Centre en RDC est de promouvoir la responsabilité, la transparence et le respect des droits de l’homme en renforçant les capacités des acteurs de la société civile et des institutions gouvernementales. En 2007, le Centre a créé la Maison des Droits de l'Homme (MDH) à Kinshasa comme moyen de bâtir une citoyenneté dynamique capable de demander des comptes au gouvernement. Suite à sa participation aux élections présidentielles et législatives de 2011 en République démocratique du Congo (RDC), le Centre a commencé à travailler en partenariat avec une organisation de la société civile locale dénommée Justice et Paix Congo (JPC), pour renforcer sa capacité à plaider en faveur de processus électoraux plus crédibles basés sur obligations internationales en matière d’élections démocratiques. Ces activités ont conduit au déploiement réussi d’observateurs citoyens à grande échelle tout au long des cycles électoraux pour les élections nationales de 2018 et 2023.
III. DESCRIPTION
Objectifs du poste
En collaboration avec le Centre Carter en RDC, le Responsable du Programme d’OC supervisera le personnel du programme d’OC, assurera le développement et la mise en œuvre appropriés des activités du programme d’OC et travaillera avec le SCR et le siège pour améliorer les relations avec les donateurs et obtenir le financement nécessaire au projet. Le Gestionnaire de Programme sera chargé de faire progresser les stratégies, plans et priorités pertinents du programme et de fournir des analyses et des conseils au représentant principal du pays et au personnel du programme d'Atlanta sur les questions programmatiques, opérationnelles et de fond lié au programme. En coordination avec le représentant principal du pays, ce poste représente le Programme OC en RDC et entretient des relations de collaboration avec les donateurs, les responsables gouvernementaux et les représentants d'organisations non gouvernementales internationales et locales.
Ce poste sera basé à Kinshasa, avec des voyages en province.
TACHES ET RESPONSABILITES
Relations de travail
En tant que responsable du programme d'Observation Citoyenne (OC) en RDC, le Contractant(e) rendra principalement compte au Représentant principal du pays en RDC, et à la directrice associée du programme Démocratie basée à Atlanta.
Rémunération
Le salaire est proportionnel à l'expérience. Les coûts associés aux voyages internationaux ainsi qu'à l'hébergement, au transport et aux communications en RDC sont pris en charge par le Centre Carter.

The Center seeks a highly-qualified, motivated and energetic consultant with extensive experience working with Civil Society Organizations to serve as a Citizen Observer (CO) Program Manager in the Democratic Republic of the Congo (DRC).
Background
The Center’s overarching goal in DRC is to promote accountability, transparency, and respect for human rights through strengthening the capacities of both civil society actors and government institutions. In 2007, the Center created the Human Rights House (HRH) in Kinshasa as a vehicle to build a vibrant citizenry to hold the government accountable. Following involvement in the 2011 Presidential and Legislative elections in the Democratic Republic of Congo (DRC), the Center began partnering with local civil society organization, Justice, and Peace Congo (JPC), to strengthen their capacity to advocate for more credible electoral processes based on international obligations for democratic elections. These activities led up to the JPCs successful large-scale citizen observer deployments throughout the election cycles for the 2018 and 2023 national elections.
Summary
Working with The Carter Center in the DRC, the CO Program Manager will supervise CO program staff, ensure proper development and implementation of CO program activities, and work with the SCR and headquarters to enhance donor relationships and secure necessary project funding. The Program Manager will be responsible for advancing the relevant strategies, plans and priorities of the program and providing analysis and advice to the Senior Country Representative and Atlanta Program Staff on programmatic, operational, and substantive issues about the program. In coordination with the Senior Country Representative, this position represents the CO program in the DRC and maintains collaborative relationships with donors, government officials, and representatives of international and local non-governmental organizations.
This position will be based in Kinshasa, with travel to the provinces.

As the Citizen Observation (CO) Program Manager in the DRC, contractor will be primarily accountable to Romain Ravet, DRC Senior Country Representative, and Beth Plachta, Democracy Program Associate Director.
Compensation
Salary is commensurate with experience. Costs associated with international travel as well as accommodation, transportation and communications in DRC are undertaken by The Carter Center.
