The overall purpose of this post is to take a leading role in ensuring that the British Embassy owned (comprising of offices, residential accommodations, amenities and grounds) and rented properties are well maintained to the approved technical and Health & Safety FCDO standards. The jobholder will also be expected to contribute to the wider Corporate Services Team objectives.

The  Deputy Estates Manager and Maintenance Manager will provide sound and effective management of the Maintenance Team.

Job Description (Roles and Responsibilities)

The overall purpose of this post is to take a leading role in ensuring that the British Embassy owned (comprising of offices, residential accommodations, amenities and grounds) and rented properties are well maintained to the approved technical and Health & Safety FCDO standards. The jobholder will also be expected to contribute to the wider Corporate Services Team objectives.

The  Deputy Estates Manager and Maintenance Manager will provide sound and effective management of the Maintenance Team.

Roles and responsibilities

1. Technical oversight (40%)

  • Lead on the implementation of maintenance works’ rolling programme and carry regular property inspections in accordance with the Health and Safety standards.
  • Principal responsibility for identifying major works, update and implement the 5 years plan of strategic maintenance works across the Embassy.
  • Provide effective technical quality control and oversight of all routine maintenance, repairs and minor works undertaken in the properties to ensure that they are delivered on time and to the FCDO standards and as per the timelines published in the Corporate Services Charter.
  • Review and suggest ways of improving the working methods, systems and processes in his/her area of work.

2. Health and Safety (20%)

    • All Health and Safety surveys/checks are carried out in line with agreed FCDO Assessment programme;
    • H&S checks on tools & equipments and briefings to contractors are carried out
    • The RTL Post visit reports and TWS recommandations are implemented.

3. Financial, Procurement and Assets Management (20%)

  • Manage effectively the Procurement activities for the Maintenance Team in accordance with standard FCDO procedures, ensuring value for money;
  • Effective management of the maintenance assets inventories, maintaining levels and ensuring proper stocks controls procedures are in place and are followed;
  • Play a key role in the suitable suppliers selection and effectively manage the contracts within the delegated approval limit;
  • Monitor the maintenance budget and provide accurate & timely returns as per the guidance

4. Staff management (20%)

  • Effective line management of the maintenance team according to the guidance, manage the team’s workload, motivate staff, support learning & development and address underperformance

Essential qualifications, skills and experience 

  • Professional/technical qualification in building construction and/or building services related disciplines
  • Knowledge of relevant technical EU/UK standards and building related Health and Safety legislation
  • Broad knowledge of building, civil, mechanical and electrical work as appropriate to discipline
  • Experience of project management and survey work
  • Excellent interpersonal, written and oral communication skills in French and English, ;
  • Computer literate, working with Microsoft Windows and able to manage information effectively with available computer systems;
  • Driving (valid licence) as officer will be required to visit different sites

Desirable qualifications, skills and experience

  • Experience of working in a multicultural environment.
  • Experience in Procurement
  • Experience in budget management.
