SPECIFIC PROCUREMENT NOTICE

The Borrower (“the Contracting States (Burundi, Democratic Republic of Congo (DRC), Rwanda) and Ruzizi III Energy Limited (REL)”); REL a special purpose company who is going to be owned by Industrial Promotion Services and SN Power (owned by Scatec ASA) and the Contracting States. The Borrower has currently secured from the African Development Bank, approval for part of the funding for the 206 MW (203 MW for the main powerhouse and 3 MW for the small-hydro on the ecological flow). In addition, the Borrower is currently negotiating the remaining financing from a number of other multilateral development banks, including the World Bank (WB), European Investment Bank (EIB), Kreditanstalt für Wiederaufbau (KfW), the French Development Agency (AFD), and the European Union (EU). This funding will be used towards the cost of developing the project, and the Borrower intends to apply part of the proceeds to payments for goods, works, and services to be procured under this project.
The Borrower now invites sealed applications from eligible applicants for the project. The project will include the design, construction, commissioning, testing, operation and maintenance of (i) a hydroelectric power production facility with an installed capacity of 206 MW, comprising of a 45m high embankment dam with associated spillway, low level outlet, and eco-flow small-hydro, a 3.8 km long, 6.7m diameter concreate-lined headrace tunnel from the dam reservoir to the powerhouse, penstock and unit penstocks, power station comprising three Francis generating units, access roads from Bugarama (Rwanda) and Kamanyola (DRC) to the dam site, and all ancillary and related works (“Facility”) and (ii) a 7.3 km long 220 kV double-critical transmission line to evacuate the electricity from the Facility to the regional dispatch station in Kamanyola (DRC) (“Transmission Line”).
The Borrower intends to qualify and select a maximum of eight (8) contractors and/or consortia to participate in the tender for the EPC Turnkey contract for the engineering, procurement, construction, commissioning and testing of the Facility and Transmission Line for the project (RIII-EPC Contract) conducted in accordance with the Initial Selection procedure specified in the World Bank’s Procurement Regulations for IPF Borrowers (Fourth Edition November 2020)
Initial Selection Documents will be made available, in electronic format for free, in the Borrower’s virtual data room (VDR). Interested applicants may request access to the VDR and the Initial Selection Documents by sending an email to the following address: RuziziIII_EPC_InitialSelection@ruzizienergy.com. The Initial Selection process is open to all firms who wish to submit an Application.
The minimum qualification requirements and evaluation criteria are stated in the Initial Selection Documents. The main criteria for Initial Selection will be experience as an EPC contractor, design capabilities, supply of turbine-generator units and associated works, construction of similar hydroelectric projects, construction of similar elements of the works (e.g. dam, tunnel, transmission, etc.), capacity and capabilities to complete the works, as well as the financial capacity sufficient to cover potential risks for a project financed contract of this scale.
The applicant will be permitted to qualify as a local/regional branch or affiliate, or to establish a SPV, subject to the parent company or consortia being qualified and providing unconditional guarantees for the applicant’s due and complete performance under the RIII-EPC contract.
As part of the Initial Selection process, applicants will be required to identify and commit to a single (or an exclusive list of potential) design consultant(s) and any specialist subcontractors (including electrical-mechanical supply, tunnelling, foundation treatment, and transmission line). Applicants will be required to provide details of the experience and capabilities of each proposed design consultant and specialist subcontractor. Qualified and selected applicants will not be permitted to change the design consultant(s) or specialist subcontractors which formed the basis of their Initial Selection application.

The RIII-EPC Contract is planned to be tendered in Q1 2022 and will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Fourth Edition November 2020).

L’Emprunteur « Les États Contractants (Burundi, République Démocratique du Congo, Rwanda) et la Ruzizi III Energy Company (REL)»; REL étant une Société à Finalité Spécifique (SFS) qui sera détenue par Industrial Promotion Services, SN Power (détenu par Scatec ASA) et les États Contractants. L’Emprunteur a obtenu pour l’instant de la Banque Africaine de Développement, l’approbation d’une partie du financement pour le projet de la Centrale hydroélectrique de 206 MW (203 MW pour la Centrale principale et 3 MW pour la centrale à débit écologique). En outre, l'emprunteur négocie actuellement le reste du financement de ce projet auprès d'un certain nombre d'autres bailleurs de fonds multilatéraux, tel que la Banque Mondiale (BM), la Banque Européenne d'Investissement (BEI), Kreditanstalt für Wiederaufbau (KfW), l’Agence Française de Développement (AFD) et l’Union Européenne (EU). Ce financement va servir à couvrir les coûts de développement du projet, et l’Emprunteur a l'intention d'appliquer une partie de ce financement aux paiements des biens, des travaux, et des services qui seront acquis dans le cadre de ce projet.
L'Emprunteur invite maintenant les candidats éligibles à soumettre des demandes sous pli fermé pour le projet. Ce projet comprendra la conception, la construction, la mise en service, les essais, l’exploitation et la maintenance de (i) une centrale de production hydroélectrique avec une capacité installée de 206 MW, comprenant un barrage en remblai, haut de 45 mètres avec un évacuateur de crue annexe, une décharge à bas niveau et une centrale à débit écologique, un tunnel d'amenée revêtu de béton, de 3.8km de long et 6.7m de diamètre reliant le réservoir du barrage à la centrale, à la conduite forcée une centrale électrique comprenant trois unités de production type Francis, routes d'accès à partir de Bugarama (Rwanda) et Kamanyola (RDC) jusqu’au site du barrage, ainsi que tous travaux auxiliaires et annexes (la “Centrale”) et (ii) une ligne de transport critique-double de 7.3 km servant à évacuer l'électricité de la Centrale jusqu'à la station de répartition de Kamanyola (RDC) (la “Ligne de Transport”).
l’Emprunteur a l'intention de qualifier et de sélectionner un maximum de huit (8) entreprises et/ou consortium pour participer dans l’appel d’offre du Contrat EPC Clé-en-main pour l'ingénierie, la fourniture d'équipements, la construction, la mise en service et l’essai de la Centrale et de la Ligne de Transport pour le projet (Contrat RIII-EPC) qui se déroulera en conformité avec la procédure de Sélection Initiale telle que spécifiée par la Banque Mondiale dans le Règlement sur la passation de marchés dans les opérations de financement de projets d’investissement (FPI), 4e Édition de Novembre 2020.
Le Dossier de Sélection Initiale sera disponible, sous format électronique gratuitement, dans la Salle de Données Virtuelle (SDV) de l'Emprunteur. Les soumissionnaires intéressés peuvent demander l'accès à la SDV en vue d'obtenir le Dossier de Sélection Initiale en envoyant un email à l'adresse suivante: RuziziIII_EPC_InitialSelection@ruzizienergy.com. Le processus de Sélection Initiale est ouvert à toutes firmes désirant soumettre une application.
Les exigences minimales de qualification et les critères d'évaluation sont stipulés dans le Dossier de Sélection Initiale. Les critères principaux de la Sélection Initiale seront l'expérience en tant qu’entrepreneur EPC, la capacité de conception, la fourniture de groupes turbine- alternateurs et travaux annexes, la construction de projets hydroélectriques similaires, la construction d'éléments similaires des travaux (e.g. barrage, tunnel, transmission, etc.), la capacité technique à achever les travaux, ainsi qu’une capacité financière suffisante, capable de couvrir les risques potentiels pour un contrat financé par un projet de cette échelle.
Les soumissionnaires seront autorisés à se qualifier en tant que branche ou affiliation locale/régionale, ou d'établir un FCC (Fonds Commun de Créances-SFS), laquelle autorisation est sujette à la qualification de l’entreprise mère ou consortium et de la provision de garanties inconditionnelles sur le rendement attendu et complet de sa performance sous les termes du contrat RIII-EPC.
Dans le cadre du processus de Sélection Initiale, les soumissionnaires seront requis d’identifier et d’engager un seul ou une liste exclusive de consultant(s) potentiel(s) en conception et tout autres sous-contractants spécialisés (y compris l’approvisionnement électrique-mécanique, le creusement des tunnels, le traitement des fondations et la ligne de transport). Les soumissionnaires seront requis de fournir les détails sur l'expérience et les capacités de chaque consultant de conception et sous-contractants spécialisés qu’ils auront proposés. Les soumissionnaires qualifiés et sélectionnés ne seront pas autorisés à changer leur consultant(s) de conception ou leur sous-contractants spécialisés car leur proposition aura formé la base de leur demande de Sélection Initiale.

Le contrat RIII-EPC est prévu de faire l’objet d’un appel d’offres pendant le 1er Trimestre 2022 et se déroulera en conformité avec les procédures telles que spécifiées par la Banque Mondiale dans le Règlement sur la passation de marchés dans les opérations de financement de projets d’investissement (FPI), 4e Édition de Novembre 2020.
