SoCha is an international development company based in the United States with field offices in developing countries in Asia, the Middle East and in Africa. In the Democratic Republic of Congo our field offices are in Kinshasa and Goma. Our name is based on a combination of the words Social and Change. We provide a variety of professional services to multilateral and bilateral donors, non-governmental organizations (NGOs), and global clients that need analytical and technical services.  In the last decade, we’ve delivered over 50 contracts to over 17 clients in 28 countries that address global health, economic growth, agriculture and trade, education, biodiversity and climate change, urban programs, women in development, youth, and collaborative partnerships.

Background 

SoCha is contracted to provide technical and advisory services to the United States Agency for International Development (USAID) in the Democratic Republic of Congo (USAID/DRC) and the CAR (Central African Republic) on the 5-year Mission Strategic Support Program (MSSP). MSSP works to strengthen Mission strategic monitoring, evaluation, and learning (MEL) systems; manage high quality data; provide geointelligence; produce rigorous analyses that inform decision making; institutionalize collaborating, learning, and adapting (CLA) practices; expand localization through targeted and deliberate capacity building; generate action-oriented data visualizations and communications; and provide Mission personnel with third-party monitoring in areas they cannot access. 

MSSP intends to have a pool of consultants as support in the execution of services related to its objectives. Given its workload and the necessity to meet deadlines for ongoing tasks, SoCha is seeking young Congolese MEL officers who are familiar with USAID's MEL methodologies and practices. The selected MEL officers will have the opportunity to join the MSSP team on an as-needed basis for short-term assignments. 

Responsibilities

The Short Term Technical Consultant will assist MSSP technical team as part of the following tasks: 

  1. Primary and secondary data collection
  2. Data analysis
  3. Performance and context indicator tracking
  4. Data management and visualization
  5. Reporting
  6. Other related tasks as assigned by the supervisor.

Required Qualifications and Qualities

  1. A Master's degree or equivalent (BAC+5) at least in statistics, project planning and management, or any other equivalent diploma; 
  2. Experience in services provided by MSSP to USAID;
  3. Good ability to use IT tools, especially Microsoft Office 365, Google Workspace; 
  4. Good writing and communication skills in French; 
  5. Ability to communicate in English (listening, speaking, and writing) is necessary
  6. Ability to communicate in English (listening, speaking and writing) is necessary;
  7. Proven ability to respond quickly to new emerging tasks. 
  8. Being humble and courteous; 
  9. Being proactive and easily adapt to changing context; 
  10. Being discreet in the management of shared information; 
  11. Having a team spirit ; 
  12. Being open to working within a multidisciplinary and multicultural team without judgment.

Schedule and location

The duration of the assignment will be determined based on specific needs. The ShortTerm Technical Assistant (STTA) consultant will be based in Kinshasa and will report to the Senior MEL Officer. The STTA consultant will provide support for Monitoring, Evaluation, and Learning initiatives for the USAID/DRC Mission.
