Position Overview

Pact seeks an experienced Sexual Violence Advisor for the anticipated USAID-funded DRC Jeunesse Enseignement Technique pour Opportunités InclusivesLucratives et Équitables (ETOILE) Activity, which aims to enhance inclusive workforce development to improve livelihoods for Congolese youth, particularly those from marginalized and underrepresented backgrounds, to improve social mobility, economic livelihoods, and access to sexual and reproductive health (SRH) services. This is anticipated to be a five-year activity (2023-2028). This position is contingent upon award.

Key Responsibilities

The Sexual Violence Advisor must have expert knowledge in ways to work with sexual violence survivors. She will develop and coordinate skills training to strengthen therapeutic support, such as rotating savings structures, toolkits, and other ways of encouraging survivors to work together on their path to recovery. She will work directly with components to integrate gender considerations into the planning and review of the mechanism. The ideal candidate must possess a diversity of experience in the reduction of, risk mitigation and response to gender-based violence in the development field. Candidate must be well-versed in integrating sexual gender-based violence (SGBV) and applying do-no-harm principles across development sectors and throughout the program cycle. She will provide technical assistance to strengthen the conceptualization and implementation of all elements of the  USAID/DRC Jeunesse Etoile Activity

The specific duties to be carried out by the successful candidate are listed below: 

  • Implement Jeunesse Etoile’s SGBV interventions, including working with civil society organizations (CSOs), women's groups, and other stakeholders to develop processes and advocate for gender-based violence (GBV) services and implementation of relevant SGBV and trauma healing laws and policies. 
  • Provide trauma healing services to survivors of sexual violence, women exiting armed groups, and indigenous peoples in a conflict-sensitive manner that builds social cohesion in line with best practices and appropriate laws and regulations. 
  • Coordinate with Jeunesse Etoile’s project staff and other relevant stakeholders to bolster trauma healing and SGBV interventions with a holistic package of complementary interventions that meets the identified needs of survivors. This may include legal support, support for grievance redress mechanisms, counseling, representation, livelihoods interventions, other health services, etc. 
  • Work with communities to increase awareness of sexual violence and engage community leaders to work with CSOs and advocate for sexual violence services and the implementation of sexual violence laws and policies 
  • Be conflict-sensitive and tailor approaches to a context severely impacted by inter-communal conflict and high rates of sexual violence. 
  • Develop and facilitate training on basic concepts of gender, sexual violence and trauma healing, including training of government partners, CSOs, and other stakeholders. 
  • Contribute to the development of monitoring and evaluation tools and indicators. 
  • Coordinate the organization, collection, compilation, analysisand dissemination of data and results related to trauma healing and sexual violence interventions. 
  • Contribute to the design, development, pre-testing, and production of educational and promotional material related to capacity building. 
  • Ensure coordination between Jeunesse Etoile’s implementing partners, the Ministry of Gender and Family as well as other relevant stakeholders with regards to trauma healing and sexual violence regarding all aspects of planning, monitoringand implementation of activities 
  • Contribute to the development and production of annual work plans, materials, tools, and program reports.
  • Employee complies with all company policies and procedures, including completing  all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed. 
  • All other duties as assigned 

Basic Requirements

  • Bachelor’s degree in social science, public health, medical studies, rural and community development, or other similar disciplines and 8+ years relevant experience or equivalent combination of education and experience, including 4 years of management experience. 
  • At least four years of progressive experience in trauma management and/or SGBV with international NGOs or other relevant organizations. Experience working directly with communities on trauma healing and SGBV.  
  • Results and impact focused 

Preferred Qualifications

  • Skills in developing and facilitating training on fundamental concepts of gender and sexual violence. 
  • Demonstrated ability to plan and organize work to achieve results 
  • Experience in developing advocacy strategies, tools, training, and interventions. 
  • Work experience with USAID funded projects is an asset. 
  • Congolese nationals are strongly encouraged to apply.
