Job Description (Roles and Responsibilities)

Main purpose of job:

Delivering HR related services to staff based in Kinshasa and Goma while ensuring the compliance with the FCDO regulations and the local labour law. Prepare the payroll files for a timely and accurate payment of salaries.  Ensure that the Embassy meets its obligations toward the pension contributions payment and declaration, and all CNSS processes. Liaise with the HLA on legal cases and queries. Work as the point of contact for medical services delivered to staff and participate to the medical contract tendering process.  Support internal and external recruitment.

Roles and responsibilities:

Supported by the People Services Manager and Head of the People & Platform team, the HR Officer leads on the following:

Resources managed (staff and expenditure): L&D, Medical and CBS Salaries Budgets Monitoring

The successful candidate should be an excellent communicator with great influencing skills able to build exceptional working relationships across all levels, confident in challenging unacceptable HR matters and/or behaviour.

Job Description (Roles and Responsibilities)

Main purpose of job:

Roles and responsibilities:

Supported by the People Services Manager and Head of the People & Platform team, the HR Officer leads on the following:

  • Provide administrative support to People and platform department in regard with HR management.
  • Ensure that the stakeholders fully and timely complete all payroll procedures at post and that salaries are monthly paid as per the T&Cs.
  • Act as the point of contact with the CNSS and ensure Post meets its statutory obligations in relation with CBS pension contributions.
  • Act as the point of contact of local institutions regarding legal requirements in terms of employment.
  • Ensure that all new staffs integration and end of service processes (including retirement) for CBS are completed.
  • Work with the HR Hub on CBS recruitment and other HR matters.
  • Participate to the medical contract tendering exercise in collaboration with the Procurement Hub.
  • Effective management of the CBS medical insurance contract.
  • Providing support on the UKB children schools as per the HR policies
  • Work on medical related duties such as organise the vaccination campaigns
  • Acting as Post PM Champion and ensuring that the learning culture is implemented at post. Member of the L&D Committee.
  • Acting as the Contact Point on legal matters by liaising with the Honorary Legal Advisor (HLA), drafting letters and note verbal's and also updating the legal cases files
  • Budget Management of the L&D, Medical and salaries lines
  • Line Management responsibilities of 1 AO Protocol Officer and 1 AA Corporate Services Coordinator

  • Experience of working in HR and Procurement roles
  • Ability to be proactive, and able to work in a fast-paced environment, managing their own time and priorities effectively
  • Ability to keep confidentiality
  • Customer care experience
  • Confidence in putting forward own points of view whilst remaining resilient in the face of challenge
  • Work without close supervision, but a good team player
  • Working knowledge of all Microsoft Office suite of programmes
  • Fluent written and spoken English – This will be tested as part of the recruitment process

Desirable qualifications, skills and experience

  • Experience of working in a multicultural environment
  • Experience in budget management
