Project Description
The ELIKIA project (2016-2021) is a $17.8 million PEPFAR-funded project to support 27,000 orphans and vulnerable children (OVC) and their caregivers in Haut-Katanga and Lualaba provinces of the Democratic Republic of Congo. The project works with the Congolese government and civil society partners to strengthen case management and child protection systems; implement household economic strengthening initiatives; deliver parenting education; strengthen health and social service referrals; improve linkages with HIV clinical services; and improve household wellbeing and resiliency.
Job Description
The DCOP for Finance, Administration & Compliance (DCOP-FACS) serves as a member of the ELIKIA senior leadership team. S/he manages project finances in collaboration with the Chief of Party and a home office-based Financial Analyst, ensuring the project remains on budget, preparing budget forecasts, conducting PEPFAR expenditure analyses, and assisting with budget realignments as needed. Key financial management tasks include maintaining accurate financial records for project activities; monitoring transactions; preparing and submitting monthly invoices and financial reports to the EDC home office; and overseeing USAID-required audits.
The DCOP-FACS also ensures that the project remains in compliance with USAID rules and regulations and EDC organizational and project-specific financial/accounting and procurement/contracting policies and protocols. The DCOP-FACS manages the project’s local finance and administration staff, including oversight of accounting, procurement, logistics, office management, human resources, and IT. S/he is also instrumental in management of the project’s grants activities, including oversight of financial and contractual compliance for the project’s five local partners and capacity building for partners’ financial and administrative functions.
The successful candidate will receive a competitive salary and DRC local benefits package. Expatriate posting allowances are not available for this position.
Qualifications
Education:
An advanced degree (Master’s degree or equivalent of Master’s degree) in Finance, Accounting, Business Administration, Management, Economics or a related field of study or equivalent experience.
