Introduction
Save the Children began working in the Democratic Republic of Congo in 1994 when the conflict started in the east of the country. The Democratic Republic of Congo is acknowledged one of the most difficult countries in which to grow up. Access to essential services is very limited and children are subject to widespread exploitation and abuse, including recruitment into armed groups, forced labor, sexual abuse and abandonment.
Working with partners, Save the Children currently operates in North Kivu, South Kivu, Ituri, Kasai Oriental and Lomami provinces, implementing 25 projects worth 20M USD in 2017, with around 250 staff members providing humanitarian and social services to over 1 million children every year in DRC in the thematic areas of Education, Child Protection, Health and Nutrition, Child Rights Governance and Child Poverty.
THE ROLE
The Education Programme Manager leads the implementation of the REALISE project in Ituri/Mbuji-Mayi for Save the Children. S/he is responsible for ensuring project delivery and quality, through capacity building, activities planning, implementation and monitoring; mobilizing and engaging partners and stakeholders from Government bodies, UN Agencies, International NGOs, Civil Society and Community Based Organizations to contribute in project implementation and monitoring. S/he is responsible for ensuring on-time, quality reporting and respect of budgetary restrictions for the REALISE project. S/he is also responsible for representing Save the Children in relevant thematic coordination platforms in Ituri/in Kasai Oriental & Lomami and to promote education, gender-sensitive and gender transformative approaches. S/he ensures quality of all REALISE interventions and trainings. In the event of a major change in the project or the environment, the Education Programme Manager will be expected to work outside the normal role profile and be able to vary working hours accordingly.
The post holder will have contact with children and/or young people frequently.
KEY AREAS OF ACCOUNTABILITY:
Programme delivery, management and quality assurance
- Hold overall responsibility for the implementation of all aspects of the Education Programme in Ituri/Kasai Oriental and Lomami.
- Lead and motivate the team in Ituri in the delivery of the programme’s goals and objectives.
- Oversee monthly monitoring and reporting on all award management aspects: phased budget and actual expenses analysis, work-plan progress and updating, procurement plan revision, data collection and analysis and monitoring of indicators.
- Lead on development of Terms of References and or Concept Notes to hire Consultants and closely monitor achievements of project results assigned to Consultants.
- Ensure that monitoring, evaluation, accountability and learning tools are systematically implemented, in adherence to the REALISE programme protocols.
- Ensure an integrated approach with Education, Sexual and Reproductive Health, Protection, Livelihoods Sectors and other thematic areas during project implementation if necessary.
- Produce high quality reports within agreed reporting schedules.
- Liaises with DCOP and Awards on the drafting of partnership agreements with civil society organizations.
- Mentor, coach and supervise partner Civil Socidety Organizations working in the areas of Gender quality ensuring that they regularly report on financial and programmatic aspects in line with partnership principles and guidelines.
- Conducts regular field visits, including discussions with beneficiaries.
- Facilitates Oversees MEAL activities in Ituri in collaboration with Meal Specialist and supports external researchers and external evaluation missions for baseline surveys, beneficiaries’ satisfaction surveys, mid line surveys, and endline surveys, regular monitoring, research protocols, learning events, review and evaluation, in cooperation.
- Ensures proper documentation and compliance to donor requirements.
- Document project learning, and incorporate analysis and lessons learned into new strategies/activities and into reports.
- Ensure that project implementation approaches takes into account gender relations and that the different needs and opportunities of women, men, boys and girls are respected.
Programme development and fundraising
- Support on development of concept notes and proposals for Education and promotion of Gender Equality to sustain project attainments and to broaden programme scope;
- Lead on situation analysis/needs assessments in the area of Education and Gender to sustain preparation of new proposals.
Performance management and capacity building
- Line-manage the project staff.
- Lead, manage and motivate direct reports, ensure they have clear objectives and receive meaningful feedback on their performance regularly.
- Create and maintain a cooperative and positive working environment where staff have clear roles and responsibilities, participate in decision-making and are supported in progressing towards their objectives.
- Lead on capacity building of staff through coaching, mentoring and training.
Coordination
- Represent Save the Children in thematic cluster's meetings, humanitarian platforms, working groups and any relevant coordination platform on education, gender equality, sexual and gender based violence, sexual and reproductive health and child protection.
Others
- Contribute to advocacy and research initiatives.
- Advocate for the importance of gender-sensitive and gender-transformative education, sexual and reproductive health and child protection in emergency and post-emergency settings
- Comply with all relevant Save the Children and donor policies and procedures with respect to child safeguarding, code of conduct, anti-fraud, health and safety, equal opportunities and other relevant policies.
Child Safeguarding:
- Report on all CSP allegations and cases in keeping with local procedures
- Alert on any CSP suspicions in keeping with the Whistle blowing Policy
- Cooperates as requested by the Country Director in all CSP awareness raising, induction, training activities and conduct of investigations on CSP allegation and cases
- Oversees and backstop implementation of CSP activities earmarked in (managed) Projects and Program;
- Liaises with the national CSP Focal Point to timely (quarterly) review and update CSP risks and mitigation measures and to documents these;
- Ensure all CSP breaches (allegations and cases) are addressed and duly reported on in keeping with local procedures.
QUALIFICATIONS
Higher education in Education, Social Sciences, Development, Management or a relevant field.
EXPERIENCE AND SKILLS
Essential:
- At least 5 years of working experience in the areas of Education with track record working experience in the area of development projects and humanitarian response;
- Strong working experience on formal and non formal education
- Strong experience in working on income generating activities
- Experience in sexual and reproductive health both in prevention and response to sexual and Gender based Violence;
- Proven skills in programme management and administration, including grants management aspects and donors’ compliance.
- Strong knowledge of the humanitarian accountability partnership (HAP) principles
- Skills and experience in project/programme monitoring review, reporting and evaluation
- Strong skills in people management, moderation, conflict resolution and capacity building.
- Strong analytical and conceptual skills and the ability to think and plan strategically.
- Strong coordination skills with diplomatic approach
- Ability to lead projects and support a team working from remote locations.
- Fluency in written and spoken French, working proficiency in English desired
- Ability to work with limited supervision.
- Commitment to and understanding of Save the Children aims, values and principles.
Desirable:
- Working experience with the Ministry of Education, Ministry of Social Affairs and Ministry fo Gender, family and children.
- Working experience in Ituri/Kasai Oriental and Lomami
