From 1994, Save the Children begun implementation of activities in the Republic Democratic of Congo when conflict started at the East of the country. The Republic democratic of Congo is one of countries where children face great atrocities. Access to essential services is very limited and children are subject to exploitation and abuse, including recruitment into armed groups, forced labor, sexual abuse and abandonment.
Save the Children International is recruiting a Partnerships Officer based in Kinshasa.
The role
Reports to Senior Award Manager, The Partnerships Officer will support program and support staff who manage partnerships in individual projects and programs. It is a cross-cutting role involving technical assistance and support to ensure high quality, feedback and learning in our partnerships. S/he will work closely with Senior Award Manager and the Award Management Team.
Duties
- Conduct Annual CO Partnership self-assessment and lead CO-level partnership action plan/management plan, aligned with thematic and operational plans
- Provide needed training/orientation to staff (including for remote management*)
- Ensure coordination and coherence between tools and approaches between different partnerships, functions and programs (i.e. agreement on standard tools, working groups)
- Annual partner feedback survey
- Partner ombudsman function
- Agree on partnership approach, indicators and tools for individual programs with relevant members
- Partner identification and selection in close collaboration with thematic lead
- Ensure harmonization of vision and liaison between partners
- Develop partnerships in support of strategic and programmatic results;
- Stakeholder analysis and partnership scoping for programs
- Ensure that partnership risk assessments are conducted, documented and uploaded
- Coordinate consultations with partners in program design
- Develop, monitor and document strategic partnerships (outcome mapping, incentive analysis, etc)
- Coordinate annual partner review meetings
- Coordinating support for partners across functions
- Follow partner field visit by programme, finance and awards to an agreed schedule
- Monitoring partnership (capacity, project performance, relationship, compliance)
- Conduct or support Partnership Assessments in close collaboration with thematic lead
- Meet each partner at least once a year to conduct mutual review and share feedback on learning on achievement and ways of working
- Organise Partner forums, once a year to discuss achievement and lesson learnt
- Facilitate Organizational Capacity Assessments
- Support partners in developing capacity strengthening plans
- Provide and coordinate general training and targeted capacity strengthening support
- Document capacity strengthening results
- Coordinating efforts with other agencies who are also working with the same partners
Qualifications and experience
- Post graduate or Master degree in relevant field
- Minimum 5 years work experience in the humanitarian sector/with NGOs, with at least 2 years’ experience in partnership based programming or community based programming
- Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring and evaluation
- Sound understanding of remote management/monitoring practices
- Experience in organizational capacity development, training, mentoring and coaching
- Excellent training, facilitation and capacity building skills
- Proven experience in field level representation with key stakeholders and co-ordination with other NGOs/UN
- Proven commitment to participatory approaches
- Strong analytical and conceptual skills and the ability to think and plan strategically
- An excellent team player with good skills in team work and consultative approach to decision making
- Demonstrable experience of Monitoring & Evaluation and beneficiary accountability
- Excellent communication skills, both oral and written, including a good track record of report writing
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A high level of written and spoken French with a working knowledge of English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
